This will outline basic information on my experience and how my services may assist you.

My name is Paul Stack. I am a Chartered Town Planner (MRTPI) with over 25 years experience in planning. Before starting my own practice I worked for two London Boroughs with an intervening seven year period in teaching before working for the Isle of Wight Council until 2007 when I left to join a private planning consultancy in Ringwood.

Having been involved with both local planning authorities and private practice my experience of working on both sides of the fence allows me to understand the needs of clients and how best to maximise the development potential of your land and buildings within the constraints of the planning process.

My substantial working experience with the Isle of Wight Council where I was a team leader responsible for the development control and enforcement matters for half the Island has given me a very useful insight into Island issues and the working of the Island Planning Authority including political processes. I consider I have a very good working relationship with officers and understand their issues in trying to reconcile developer aspirations with the aims and objectives of the planning process.

Whilst my local experience is a distinct advantage on the Island I have first hand knowledge of the operation of various local planning authorities in Dorset and Hampshire and also within several London Boroughs.

The planning system whether dealing with large or small development, residential or commercial can be difficult to understand and at times frustratingly slow.
I am able to explain the process, its aims and objectives and the requirements that may be imposed on developers if success is to be achieved.
The scope of my work includes advising on the formulation of development proposals, submission of planning applications, planning appeals, enforcement investigations and notices and appeals, local development framework submissions and representations and on waste and mineral proposals.

Planning applications

Advice before submission on policy, detail, process, fees and any likely requirements of the Local Planning Authority.
Pre application meeting and negotiation with officers
Preparation of supporting planning, design and access statement
Submission of application, monitoring through the process and negotiation if required
Representation at Planning Committee

Enforcement Issues

Advice in respect of any enforcement investigation pursued by the Local Planning Authority particularly in respect of procedure and points of law
Negotiation where possible to reach an acceptable compromise
Options available following service of an enforcement notice
Advice on breach of condition notices

Appeals (following a refusal of permission, conditions attached to a consent, non-determination of case outside statutory period, issue of enforcement notice, refusal of lawful development certificate, advertisement consent, listed building consent or conservation area consent)

Lodging of appeal
Submission of statement/evidence to justify the proposal
Representation throughout the process
Continued negotiation with the Local Planning Authority if deemed appropriate

Lawful Development Certificates (used to confirm the lawfulness of an existing or proposed use or development)
